CARB convened for the primary time in January 1968, following enabling laws prompted by the continual, crippling smog that enveloped Southern California, its residents and financial system within the 1950’s and `60’s. The Board rapidly turned a nationwide and worldwide chief in air air pollution regulatory technique and air pollution management applied sciences for stationary and vehicular sources alike. That management was mirrored within the 1970 Clear Air Act, when Congress granted California–alone among the many states–the authority to undertake automobile emission requirements extra stringent than these promulgated by the federal authorities. In 2004, CARB enacted the world’s first GHG emission discount requirements for motor autos, which was solely the beginning of a large number of modern and profitable Board regulatory methods to deal with the overarching environmental problem of our time–local weather change. And, final however not least, CARB demonstrated that it’s a regulator with appreciable chunk when the event requires it–because the Board amply demonstrated in responding to Volkswagen’s fraudulent “gaming” of emissions management methods within the diesel autos VW marketed in California and worldwide.
