June 11, 1895: First day of tenure of Judson Harmon as U.S. Authorized skilled Frequent. “Harmon issued primarily probably the most categorical assertion of what turned known as the American doctrine of absolute sovereignty, that “the foundations, concepts and precedents of worldwide laws impose no obligation or obligation upon the US,” in a case involving a declare by Mexico for damages from diverting the waters of the Rio Grande.” Or, as one provide put it: “US Authorized skilled Frequent Judson Harmon tells Mexico that the US will ‘do irrespective of it pleases’ with water from the Rio Grande.”
Commentary: Even for as of late, this was a fairly fantastic assertion.
